What Causes Bleeding After The Regular Menstruation Cycle With A Rash On Vagina?

I have a mirena IUD inserted for 3 years with very little concern. I have had a rash in the pubic hair region for about 3,months that settles and flares up after a period. This month my period was normal and stopped after 5 days. Then bleeding started again 2 days later. Is this related to the mirena? Is the rash and bleed related?
