What Causes Body Aches Along With Chills?

my mother her esr is 40 ,.... and she is facing pain in all her body ......... but she apparently dont have any fever ........the temperature is actually 97 ...........sometimes she shivers too.... none of the doctors are able to diagnose the problem can u please help in what shout we do ?
