What Causes Bulge W/annular Tear At L4-l5 And L5-s1?

hi, i have moderate to sever low back pain and pain tingling and weakness in my right leg ..my mri,s and emg show nothing to cause this except a bulge w/annular tear at l4-l5 and annular tear at l5-s1 bulge approximates the nerve but does not impinge ...what can this be?
