As per your complain it seems like you are suffering from sinus infection leading to Sinusitis and the blocked nose might be due to thick mucous in sinus and as the sinuses drain through nose the nose is appearing blocked as a result of congestion.. Phlegm in throat seems to be due to post nasal drip from the sinuses via nasopharynx to throat. As you must be trying hard to clear your nose and vigorous sniffing can lead to rupture to minor blood vessels leading to blood from nose.. Yoshould consult an Otolaryngologist and get a clinical evaluation done and along with it he/she can advise you to get a PNS VIEW x ray done or an MRI of the sinuses as well as Nasal Endoscopy as per the requirement. If sinusitis is confirmed treatment can be done accordingly.. As of now you can do steam inhalations, do saline nasal irrigation and do warm saline gargles.. You can also use decongestant nasal drops like Otrivin or Nasivion or other brands available with local pharmacist.. You can also take Ibuprofen or Naproxen to relieve sore throat..
