What Causes Dizziness And Elevated Blood Pressure Levels?

My father is 82 and in generally good health. He still farms and raises cattle. Lately he has had some dizzy spells that are not getting any better. He checked his BP and it is usually 138/58 in the am when these are occurring. I know the top# is high and the bottom low. Could this be the cause and what can be done?
