What Causes Hard Acne Bumps On Shoulders?

Hello doctor my name is kumar 27 years old. I have acne in my both shoulder around 10 like stone form and I want to flat that but doctor said if we take surgery it will grown. I definitely want to remove and then I can live without complex. Please please help me
