What Causes Irregular Shaped Bump On The Right Arm?

my daughter (2yrs old) has a small bump on her right arm, near her elbow. its irregular in shape, but same color as her skin. she is not scratching it, so does not appear to be a bug bite. any idea what it could be? and should i have it evaluated by her dr?
