What Causes Itchy Raised Bumps On The Arm?

I HAVE BEEN GETTING BREAKOUTS ON MY ARMS. I HAD A HEAT LIKE RASH ON EITHER ARM FIRST THAT WAS NOT ITCHY AT ALL. THESE INDIVIDUAL RASED BUMPS THAT NOW APPEAR CAP OFF WHIT A WHITE SCALE OVER THEM AND WHEN I RUB THEM AND THE HEAD COMES OFF THEY LEAVE A VERY UGLY RAISED BUBBLE DARK SCAR.

I really appreciate your concern, the given condition could be due to urticaria and it can be managed with Tab Levocetirizine 10 mg three times in day, if this is the urticarial rash then it may be self limiting but underlying cause of this is matters hope this information helps.
