Hello
I have gone through your question and understand your concern. The discription in question about the skin condition with red itchy spot on arm with no cancerous change on biopsy is suggestive of Eczema. It can appear all over the body and outer arms is one of the common areas to show Eczema.
Best thing to do with Eczema is hydration of skin using mild lotions to prevent the cycle of itch, scratch, damaged skin and release of inflammatory chemicals causing Eczema which thereby cause itch to continue the cycle.
Hope your concern is answered. Thank you.
