What Causes Penis Pain And Erection Problems?

Hi, my 23 month old son has been periodically complaining of pain in his penis. Twice as i have gone to look and see what the problem may be, i have noticed that he has an erection when he is complaining of pain. He is not circumcised. Just wondering if this is normal?
