What Causes Pimple Type Rash On All Over The Arm?

Hi i have a pimple type rash that started on my inner elbow and has spread all over my arm in the last 12 mth it is no itchy or irritates in any way just looks nasty have treated with fungal and steriod creamno results and the steriod cream made it worse.
