What Causes Protrusion Behind Tongue And Below Uvula?

My daughter is 18 months old and I was looking into her mouth and noticed a protrusion coming up behind her tongue directly below her uvula. It looks like an eel for lack of better description. It appears to be hard and smooth. She has no signs of dysphagia and is developing normally. Any ideas?
