What Causes Raised Spots On Armpits And Painful Lumps On Arms And Legs?

My daughter was told she has urticaria and the pediatrician prescribed an antihistamine that she's been on since sept 8th....she still got raised spots off and on... Now she has them all all over her trunk armpits and she's developed knots on arms and legs that look like huge mosquito bites with lumps that are painful to her...who should I seek help to now?
