Yes weight gain with swelling of legs indicates fluid retention in the body . But is causing the fluid retention has to be evaluated.
Common conditions causing Fluid retention :
1. Kidney Problems : Certain diseases like
Nephrotic syndrome , Nephritis syndrome , or Kidney failure . You need to get certain tests done to see if she is having these problems . ( Tests will be mentioned at the end )
2. Low Protein Levels in Blood : Can occur due to
malnutrition or loss of protein in stools or urine .

I advise you to get the following tests done and revert back with reports .
Complete Hemogram , Urine Routine ,
Serum Creatinine ,
Serum Albumin , TSH , Ultrasound Abdomen and 2D Echo .
