What Causes Red Discoloration On Arms?

I have a sunburn look to my upper arms and it's beginning to spread down my arms now. I've had it or a few years and I've been to the dermatologist several times. It's not raised and it doesn't itch, it's just a red discoloration. I'm beginning to think it my be an allergy. Your thoughts?
