What Causes Red Itchy Bumps All Over The Child's Body?

my 7 year old doctor has red bumps all over her body. she is itching and she had this about 2 weeks ago too but it went away in about 3 days. its not blistering and didnt scab over. took her to urgent care said was just a skin rash. looked in her bed there was no buggs....we had a bed bug problem in her roomabout 3 months ago. any help would be appreciated.
