What Causes Redness Under The Penis Opening And Urinary Incontinence?

I recently noticed a redness on my penis just below the head.I have not had sex in 20years so i can rule that out. In the past while when i need to urinate & its not possible to get to a facility i will wet my under wear & not able to change for quite a while.This happens frequently. Could this be the problem?

what is your age and marital status. it is necessary to have std test and if positive then get treated. it is evident from your history that: you were having urethritis and may be urethral stricture. most probably you had gonococal urethritis.
