What Causes Severe Chapped Lips Leading To Redness And Peeling?

I have severe chapped lips. They are red and peeling. I have tried everything from chapstick to vasoline as well as TAO. This is not your average cold weather chapped lips. I mean this is effecting my life to the point I am up at night applying anything to stop them from hurting and peeling. HELP!
