What Causes Severe Swelling And Hardness In Left Arm While On A Catheter?

My dad has been in a Physical Rehab Center. 1st they left is catheter in for 7 weeks he had sepsis and had to be rushed to the hospital. Now they left his IV in 2 weeks and now his arm is swollen, hard as a rock and very hot to the touch I asked them several times to take him to the hospital and they said it was under control now they rushed him to the hospital they think it is an infection. We are afraid they waited to long and he may be in big trouble.
