What Causes Skin Rash On Forehead?

I recently developed a skin rash on my forehead it is flat red blotches. About the same time that I deveoped the rash my lips bruned like they were on fire, and began to chap. I still have the symptoms after abut two weeks. I have never had a chapped lip before and I'm 59 . I recently was told by a friend that someone she knew got cancer from usin skin creams. I use Olay on my face and have for a long time . Could I develop an allergy to ot now? Also I recently started eating tuna.
