What Causes Slurred Speech And Elevated Blood Pressure Levels?

I am at my moms house and she is 79 and is falling around or wobbly since this past Saturday. Her speech is not as clear as normal. Could she be having a stroke. Her blood pressure spikes up to 186 over 81. Her normal is 120 or less over 79 She has been taking prednasone for a bad breakout rash on her body. That was a week ago. Could she be having a reaction.
