What Causes Tenderness And Pain At An IV Insertion Site?

I had oral surgery one week ago. They used IV for sedation. The oral surgeon had some minor problems with the Iv, so they prepared another area just in case. I have not had any problems from the site until yesterday. My arm began to hurt very badly. It felt like a squeezing dull pain that radiated. It also hurt on the left side more than the right tender to touch. And it hurt to extend my arm It was the first time i had applied any pressure and worked the arm since my surgery(45min of cardio and light strenght training). Could that be the reasin for the pain and tenderness at the IV site? It lasted a couple of hours.
