What Causes Tingling Sensation At The Base Of The Neck?

Hi. I have been experiencing a tingling feeling. It starts at the base of my neck and goes up on the right side of my skull. I wonder if it could be a pre sign of having a stroke. I M on no medications. I also have been having off and on feelings of tingling that start in both shoulders and travels down to my fingers.
