What Causes White Marks On The Penile Head And Under Foreskin?

ey all, i seem to have small white marks on the head of my penis, around the base of the tip of my penis and under my foreskin. they look like small blisters, i seem to be getting alot more of these as well. they are more visible when my penis isnt erect, but when i am erect u can still see them, but they arent as visible... i dont know what may of caused it either, although i do use facial wipes to clean my penis after ive had a shower. i dont know if this might be what is causing these white marks? maybe something to do with the wipes? i aint too sure, but im getting very paranoid about them and dont want to go to a doctors. can anyone recommend any cream or anything which may help get rid of these?
