What Could Cause Ache And Fluttering On Right Lower Abdomen?

I have been having a dull aching and fluttering on my right lower abdomen. I am not pregnant and the fluttering feels like when I was pregnant before. I m a 48 yr old female going thru perimenopause, taking herbal supplements for that. I ve had a tubial ligation 23 yrs ago.
