What Could Cause Cysts On Left Forehead?

I am having a cysts on my left forehead above my eyebrow about 3cm for nearly 19 years. Do I need to go to a neurosurgeon to hav it remove or a plastic surgeon. Can I have the cysts remove by a neurosurgeon and stitch by a plastic surgeon. Because I am afraid there will be a big scar or my eyebrow will be lifted one side . Do I need to undergo local anesthetic or general anesthetic.
