What Do Itchy Rash On Body Indicate?

I have a rash that started on my back that has spread to my arms, chest, buttocks and legs. No blisters just red itchy bumps, On steroid cream that seens to ease the itching for a few hours. When I scratch webs appear. The corner of my eyes, outter part of my ears and outside on both sides of my nose itch.
