What Do Itchy Red Bumps On The Right Hand Indicate?

I have a small bumpy rash on the back of my right hand that has not resolved in 5 weeks. It began as a few pin-head bumps and has now grown to an affected area about the size of a dime. It is itchy and red. The older affected areas have formed a dry patch. The area sometimes is painful , but at other times seems to almost completely disappear. This is the first time I have experienced this type of condition.

This issue is due to dermatitis involving right hand. In my clinic I recommend an antibiotic cream with steroid for local application, anti histamine tablets to recover fast.
