What Does PSA Score Of 6.6 Ng/ml And F-PSA Ratio Of 3% Indicate?

Good afternoon after testing a patient Total PSA first assay gave a score of 13.6 ng/mL now the second one week later provide a score of 6.6 ng/ml and f-PSA ration of 3%. What do you recommend if biopsy should be conducted or maybe this could be attributed to a inflamatory process that must be increasing PSA Level (cut-off <6.5) in patients 70-79 year sold (UTI,many thanks
