What Does Head Free Fetus Mean ?

My wife is 36 weeks 5 days pregnant .. according to doctor, all is well... but she is saying... fetal is head free..... what is head free?.... plz describe in details.....

there is a term which called head is floating that means head is not engaged for starting of labour.so he just want to say that there is some time to deliver the baby.
