What Does 'ligamentum Flavum Thickening And Disc Bulge' In MRI Suggest?

My MRI at L4-5 showed a ligamentum flavum thickening, bilateral facet hypertrophy, and a leftward disc bulge with annular tear resulting in no spinal canal stenosis, left lateral recess and mild left neuroforaminal stenosis. What does this mean? It has resulted in tingling and numbness in both legs and feet

This shows some arthritis and thickened ligament which could be irritating nerves on the left side.

It would not explain right sided leg symptoms.
