What Does Low Blood Count Indicate?

my granddaughter, age 7, has had a high fever for 6 days-between 102 and 104, slight sore throat initially but gone now, has been tested for strep which was negative, the flu which they said was barely on the line. The doctor never checked her skin, We noticed a rash on her stomach and back today. From blood work the only feed back we got was that her blood levels are very low. Any ideas of what this could be?

If you suffer from abnormal amounts of bleeding. For instance if you are bleeding much more than normal during your periods.
