Hello and welcome to HCM,
The interpretation of the imaging report is as follows:
There is bulging of the inter-vertebral disc at level L5-S1 vertebra.
Level L5-S1 vertebrae are present in the lumbar region.
Bulging of inter-vertebral disc is causing compression of thecal sac and the nerve which is emanating from this level.
Nerve roots emanate from the spinal cord at various levels through neural foramina.
Compression of nerve root can lead to neural symptoms at the area which is supplied by that particular nerve.
Thus, the management of the condition is reduction of the inter-vertebral disc back into its normal position.
Since, currently there is only bulge of the inter-vertebral disc, rest will be sufficient to reduce the disc back into its position.
I suggest you to consult your orthopaedician for clinical assessment and management of the condition.

Thanks and take care
