What Does Numbness In Arm And Tingling On Fingers Suggest?

Hello. Need advice on which type of specialist would be best to see. I have pain in one elbow which when travels down my arm, never up, and causes numbness, pain and tingling in my pinky and ring finger. Would an orthopedist or neurologist be better to consult

and you need MRI CERVICAL SPINE.
