What Does The Value Of 0.4 Non Reactive For HIV Ab/Ag(I-II) Indicate?

I got my blood test results and I have seen non reactive with the value of 0.4 in front of HIV Ab/Ag(I-II) E.C.L. I had an oral sex about 10 month ago. I just would like to know what does this test mean and if it is negative why I got the value of 0.4. The standard range for non reactive test has been mentioned as below 1.
