Yes, absolutely true - cancer does not present with pain. ( although this is bad as the patients present very late as there is no pain and they take enlargement of scrotum as hydrocele).
So the good thing is you may not have cancer.

But - pain - yes, it is a problem if it is for 11 days.
11 days history goes against torsion- again a good thing as within 6 hours of torsion the testis will become non-functional ( which you do not have)
So the probable reason for the pain you have :
This can be orchitis or
epididymo-orchitis , meaning inflammation of the scrotal contents including the
spermatic cord. This can be on one side , with or without symptoms of
urinary tract.
Another reason can be varicocele, meaning engorged veins in the scrotum, gives varied pain, common on left side without fever and other symptoms, reduces on lying down.
Well, see an
Urologist to get a clinical examination and
ultrasonography with color doppler study to get a proper diagnosis and further management.
Till then have a scrotal support.
Plenty of oral fluids.
