this does definitely sound like
rhinitis, and you must be treating her well with antibiotics and steam inhalation. of course gargles cant be done at that age
however i would like to rule out that this is not an
allergic reaction, specially considering the long standing
cold.
i will suggest you test a serum IgE and let us know
further tests can follow once we know for sure its an allergy
meanwhile keep her away from common allergens- pollens and cold wind, some soaps and cosmetics. and check her foods like milk (should be diluted and given), eggs etc which you can stop one at a time and see if there is improvement
if serum IgE is positive, let us know and formal testing can be suggested
