What To Do For Leathery Skin In The Forehead?

My husband has darkish almost black leathery skin in his forhead. We Did go to a dermatologist a year ago...the doctor said it was eczema he was prescribed triamcinolone acetone and a hydroquinone mixture ointment. ..but it didnt work....what else can we do ...it doesnt itch, its not dry, it stays all year round now! He is african american if that makes any difference.

The symptoms seem to be related to an eczema.
I suggest using an antihistamine such as Cetirizine in case of itching.
I also suggest using a steroid cream for local application such as Betametasone cream.
