As per your complain dark circles occur due to hyperpigmentation under and around the eyes and is commonly due to causes like excessive stress,malnutrition, long standing illness, excessive use of computers, mobiles etc.. Darkening of lips can be due to excessive use of harsh chemicals cosmetics, sun exposure, malnutrition, inflammation, allergies etc.. I would suggest you to start washing your face with Salicylic acid containing facewash.. You can apply creams containing Kojic Acid, Glycolic acid and arbutin on lips as well as under eyes.. Take Vitamin E and Vitamin C supplements.. Apy Vitamin E gel on lips and under eyes.. Grapeseed extract containing creams are beneficial to treat undereye pigmentation.. You can apply Honey on lips.. Exfoliate the lips with a piece of lemon by sprinkling salt on it that will act as scrub and lemon act as Bleaching agent.. Apply rosewater over the lips as well as under eyes.. You can also put cucumber pieslces over eyes an gratyed potato.. You can also limit use of laptop, mobile phone etc.. Reduce stress by meditation and yoga.. Hope this information helps..
