Why Do I Have Tightness In Foreskin?

Hello?
Im only 15 but my penis foreskin seems quite tight. I can pull my foreskin quite far back but not fully. Is this normal?? also it may just be my age but when not erect my penis is quite small and only measures about 3 inches, and when erect only about 5.5 inches. Is this also normal??

To let you know about this a physical examination is mandatory. Tight foreskin is present in most individuals during first few years of life which slowly disappear by shedding of some skin cells in fore skin. This may not happen in some individuals.
