Why Is My Hydration Index Consistently Negative?

I am a female 67 years of age, am 5 6 and weigh 120#. I exercise, keep tabs on my intake of calcium, protein, potassium, vitamins, fiber, etc. I drink 65 oz of liquid per day. Due to colon cancer 1-1/2 yrs ago I have ~8 remaining of my large intestine and I take ~15g of psylium/day to help with my stool consistency. The only other medication I take a Centrum Silver and Zyrtec and inhalers for asthma. My blood pressure has been slightly high (135/85), so I tried lowering my salt intake to 1500-2200mg/day. I finally got it down to (120/80), but my hydration index is consistently negative (-4). Every website I research says to increase my salt intake. I feel like I am between a rock and a hard place.
