Why Is My Penis Itching?

My penis has been peeling itself now for a while and also become insanely itchy when it gets too hot below the waist line, I have used neosporin as well because between the cracks of the penis there has been what looks like blood sometimes coming out , why is this? and what medicine should i use?

According to provided history it could be glans penis inflammation called balanitis. It could be fungal balanitis more specifically.

You can apply antifungal cream over that like topical clotrimazole cream. keep the glans penis area clean and dry.
