Why Tetanus Shot So Painful?

My daughter is 25 years old and went to the Dr. 7 days ago for a physical, she was given a tetnus shot and has been complaining of pain in the arm since she was given the shot, she complained she was unable to sleep because the pain was so bad. Now she is running a fever of about 100 degrees. What should we do?
