Will Knee Weakness Need To Be Treated With Surgery?

my knee got hurt about a month and a half ago and it swelled and dr. took three tubes of fluid out the fisrt time and had MRI done and it showed nothing the dr. said but there was more fluid on knee at time of MRI he took two more tubes of fluid of knee....and i had to rest and do fisicall theripy twice a day but i still can't bend all the way or straiten out all the way .and there is a lot of pain and now while i was on cruches i lost my balance and twisted my other leg and it hurts to bend it and it wont bend all the way...My qwestion is why is my knee so week and do u think i might need surgery? on my first leg and my second leg do i need to have it looked at also?
