Wrinkly, Cracked Penis Shaft And Glans. Circumcised. Suitable Moisturizers?

I am a 18 year old circumcised male. Not sexually active and a rare masturbator.
My penis shaft has a very wrinkly and cracked appearance, giving the impression of dryness. The top side is worse than the bottom. Some parts closer to the pubic hair region is slightly flaky as well.
Also , my glans is also very dry and cracked. It has many deep grooves that run vertically down it.
I want my penis to be healthy and moisturised. I desire to have a smooth glans as well.
I have a number of moisturizers at hand. Perhaps you could advise a particular one if your diagnosis is not otherwise.
