Hi Doc, I Am Suffering From Clogged Nose For Almost

hi doc, I am suffering from clogged nose for almost a year..on and off,,until I decided to visit ent. They said its allergy only. Antibiotics and nasal sprays are done but still congested.the result of X-ray is left maxillary sinus disease.
And now my doctor advice me do the pns ct scan.my question is do I need to go for surgery?
