My Nephew Has Horrible Parents That Pass Him Off On

my nephew has horrible parents that pass him off on his grandparents. they neevr check on him, he stays at his grandparents for weeks at a time, then may spend a few days at his parents, then they dump him right back at his grandparents. His grandparents are wonderful and I spend nearly every day there and witness everything. my nephew is 5, he developed speaking at a late age (3), his eyes roll back into his head when he appears to be thinking or gets angry (often), he repeats EVERYTHING you say when speaking to him: ex."I have to go home." he immediately follows with "have to go home? Why?" He does this everytime he is spoken to. he lies constently, blames others for his disruptive behavior even when he has been seen doing something wrong, he hits himself, he threatens others, he makes outrageous claims such as "my daddy stabbed me with a knife," when there are no marks on him. From what I have looked up (sorry), he exhibits forms of Echolalia, ODD, attention deficit disorder and antisocial behavior. What do you think? Thank you for your help!
