I understand you are writing for your father. His chances of survival with or without chemo are bleak for longer than 1-2 years, and so it is my personal opinion to avoid the chemo. This will give him a little more comfort than with the chemo, but professionally I would recommend the chemo to prolong life.
But personally, I always believe in quality of life and not quantity. You should know that without the chemo he will live half or less of the expected life span chemo can provide him with, but it will be higher in quality than the life he will live with the chemo. And so, without the chemo we can expect a few months (~6 months approximately).

The main issue he got is appetite loss n therefore weight loss . He hardly can eat .but we don't know if even working . He just had third round yest of oxyplatin and raltitrexed .

Stage IV is the final stage and so chemo can only do so much in slowing down the progression of the cancer, but it cannot completely eliminate it. By the time it destroys a few cancer cells, there are numerous others being produced.
Appetite loss with colon cancer, especially stage IV is common, and unfortunately there is nothing we can really do about it. In one patient I had a similar experience with, he was a young 37 year old male, who gradually stopped feeding, and we had to feed him through a tube during the last few days/weeks of his life.

Procedures like TACE are used for liver cancer that has metastasized from colon cancer, can help to improve liver health mildly, but how good it would be on improving the survival rate cannot be predicted.
The reason for this is that by the time we treat the liver, cancer cells from the colon can settle elsewhere again and result in another metastases. Either way ma'am, with all the procedures and chemo we can prolong life, but the quality of life will be bad and it is your personal choice to go ahead with these procedures after which he may live slightly longer, but will always be suffering.
