Sudden Sharp Pain In Shoulder And Swelling Appeared. Feeling Dizzy. Could It Be Blood Clot?

It is quite likely that these symptoms could be indicators of a blood clot. In addition to the pain, swelling and venous bulging, the dizziness is something which sounds worrying - because it can mean that there is a major compromise in blood flow.
There is also another possibility where some XXXXXXX structure (like a cervical rib) can cause a transient compression of a vein and result in these symptoms.
However, the possibility of a XXXXXXX venous thrombus (blood clot) has to be ruled out first.
Though her symptoms have been very temporary, I would advise you not to ignore this, and therefore, take her to the ER immediately. In case it's a blood clot, then there is a risk that it could move to a vital organ.
So, please seek immediate medical attention.
