I would advice you the following:
- If this has happened just now , apply ice.
- Elevate the foot above the heart level in laying down position to reduce the pain and the edema.
- Take an anti-inflammatory medicine with painkiller properties like Ibuprofen if it suits you
- Go to ER to have X-rays of the affected area to rule out fracture.
- You will be given medicines as per the actual findings and further care as needed

Since there is not much of a pain, you can move the toe and the blood blister came up after more than 24 hours after injury, the worry is less.
This may be due to venous trauma slowly progressing to form a blister after 24 hours. Not to be concerned much.
Apply liquid povidone iodine locally to the whole foot to keep the area sterile and keep the leg elevated, rest of the things as discussed.
